The history of the creation of a method for the formation of ion beams during interaction with an
electron beam is presented. The method of forming this beam and the features of its application
are called "electron cooling." The development of this method, from the initial idea presented by
its author, the first director of the Institute of Nuclear Physics (INP) in Novosibirsk G.I. Budker,
before its implementation and distribution to accelerator laboratories around the world, is
described in this article.
