Is it possible to measure the electromagnetic radiation of an instantly started charge?

In considering the propagation of high-energy multiply charged ions through a condensed medium, the paper looks at how the emerging electromagnetic radiation is influenced by the processes in which the ions capture (or lose) electrons. The changes in radiation characteristics are due to the additional contribution to the output from the emission of the electrons captured or lost by multiply charged ions. This contribution is similar to that from instantly started or stopped charges.
